Intro
On Tuesday, September 4, 2018, the El Segundo Recreation & Parks Department will present the results of the Request For Proposal (RFP) for the Lakes at El Segundo to the City Council. City staff will summarize the results of the proposal process and the City Council will hopefully select which proposal will finally move forward.
Picturesque, green lawns, beautiful lakes, and affordable fun have earned The Lakes a special place in El Segundo’s heart. Even with steep competition from the renowned Trump National Golf Course and state of the art Rolling Hills Country Club, local golfers consistently choose The Lakes as their go-to South Bay golf course. In recent years, however, the 9-hole, 1,327-yard course became the center of intense controversy. Although well-loved, many felt The Lakes was due for an upgrade.
Last year’s negotiations with Topgolf were put on hold as a request for a formal Request for Proposal (RFP) was put in motion by the City Council with a special The Lakes RFP Task Force designated to oversee RFP’s. The result? 9 RFP’s were submitted from a re-vamped “The Lakes” to an amphitheater and yes, Topgolf.
Topgolf proposed a high-tech remodel of the classic driving range with a $15 million reconfiguration. While initially well-received, the proposal ran into one too many bumps in the road and finally fell through in fall of 2017. Now, however, the door has once again opened for a golf course revamp. The Lakes RFP Task Force is considering not one, not two, but NINE proposals.

The Lakes is a special place with years of history. As such an important El Segundo landmark, all this deliberation to choose the best possible option for our city, our community, and South Bay golfers is worth the wait.

Evaluation & Selection Criteria
Following a subjective evaluation based on the quality and compatibility with the City’s objectives and competitiveness of the proposals received in response to RFPs, City staff will contact the Proposers it deems in its sole discretion to be best suited to partner with the City. The City will then conduct interviews with Proposers of its choosing. The City Council, in its sole discretion, may choose a Proposer or other entity that it determines will provide the best service to the City and the community, balanced with financial considerations, and may then begin negotiations to enter into a contract. Criteria to be utilized by the City in its evaluation process will include:
